His Excellency Senator Ahmed Bola Tinubu in an address delivered at the contract signing on December 21, 1999, made the following comments about the problems of housing the population and addressed the goals and objectives of the Eko Akete Project:

As we are all aware, the problem of accommodation cuts across our country and particularly in the metropolitan areas of our State - Lagos State.  This problem has lingered on for a long time with the resultant effect of hardship to the populace...On assumption of duty as the Governor and Chief Executive of this our great State - Lagos State, therefore, my Administration directed the appropriate arms of Government to map out strategies on how to meet the housing requirements of residents of Lagos State within the shortest time possible.
